Bin Laden had no formal organisation. Until the Americans invented one for him. To prosecute Bin Laden in absence, prosecutors needed evidence of a criminal organisation. Jamal Al-Fadl testimony was used to build up a picture of Al Qaeda. It was a dramatic and powerful picture of Bin Laden but it bore little relationship to the truth.
